I can't seem to find a Dreamcast keyboard anywhere around here, and I can't buy from eBay meaning I can't get a pre-built adapter either.

So is there anyone who can help me with the parts/schematics I need to build such an adapter? I know enough about electronics to do it, but with no schematics I can't do anything. Maybe someone who has an adapter could disassemble it and give me a few pictures of its insides? Thanks.

You can get one off Amazon's US (NTSC-U) site here, or the UK (PAL hardware) here. Not sure if you can "build" an adapter for a PS2 or USB IMB compatible PC keyboard.

Well, when I said eBay I meant I can't do online shopping in general. :( PS. I have a PAL model DC.
