SEGA released Gunstar Heroes on XBLA, and that was by Treasure, so you just never know really.

Yep. I think it's not so much about the developer, but the publisher.

I know there's rare exceptions where SEGA games have come out via another publisher (Rez HD springs to mind), but for the most part XBLA/PSN games that SEGA published for the console release were still SEGA published.

Bug, Burning Rangers, Clockwork Knight, Nights. While I'd love to see Virtua Fighter 2, Daytona, Virtua Cop, and others, I'd rather have the arcade versions for download.
