No. These characters all use normal guns, and we already have a character who specializes in standard weaponry. He's called Chris Redfield. As for the Widow, we also have a female "catsuit" character who uses martial arts and guns, she's called Jill Valentine.
Rocket Raccoon stands over these characters in terms of moveset potential because he doesn't only have normal guns and explosives or such, he has sci-fi guns. Lasers, plasma cannons, all that hi-tech weaponry that only space characters would have.
Also, Cosmic Marvel > Everything else. Stop bashing Rocket Raccoon. He's freaking awesome.

So what ur saying is ud rather have rocket raccoon than any other character from the marvel universe. And thats like saying X23 shouldnt be in it because she has metal claws like wolverine, or akuma as he is almost like ryu

X-23 plays nothing like Wolverine, because using claws can be done heavily different, there's a lot of styles going with that, while with guns, you can do only so much - in this case, shoot them. And that's what Chris already does. And since he already uses pretty much every type of military firearm that is known to man except maybe a musket, the only things left are fantasy guns like lasers, plasma guns, space cannons and stuff like that. And since I value gameplay far more than I value characters, I certainly prefer Rocket Raccoon over Punisher, Black Widow or Nick Fury (unless they got Samuel L. Jackson to voice him).
That's why I'm happy Firebrand made it in, or Hawkeye, or Dr. Strange, characters who definitely will add so much more flavor than, say, Cyclops, who would be very similar to Ryu/Akuma. As for Akuma's inclusion - I still am annoyed by that.
Additionally to that, as a comic fan, I know Rocket Raccoon and know what a badass character he is. He definitely is far more interesting than the current Venom, or any of the X-Men characters that are wanted by so many people, or the Punisher.
Hell, Rocket Raccoon does everything the Punisher does, with the difference that he's a damn
fluffy animal doing it, and he's doing it in space. He's infinitely more badass than the Punisher ever could hope to be.
Of course there are other Marvel characters I would like to see, but to be frank, these are mostly based around the idea that they'd add a lot of awesome flavor to the game as well - my wishlist includes characters like Green Goblin, the Spot, Cloak & Dagger, Monica Rambeau, the Vision or Invisible Woman. And aside from the Goblin and Invisible Woman and maybe Vision, all of these characters aren't particularly popular or well-known, but they have kickass powers that would add a lot of interesting stuff to the game.

Amaterasu is a fan favorite among many gamers though, and she is a wolf. Wolves are conceived as cool. She's also heavily influenced by Japanese culture, which also is conceived as cool. Thus, she is obviously cooler than Rocket Raccoon, who hasn't been in the 90s X-Men cartoon, and thus sucks. [/gamerkidlogic]

People who don't want rocket raccoon are probably the same sort of people who want cyclops and therefor are wrong about everything.

People who don't like Rocket Raccoon are people who don't know him. There's a lot of people not knowing him because not many people read the amazing cosmic sub universe of Marvel, otherwise they also would know Nova, who also is a badass.
Silver Surfer is cool, but it would be hard to implement his board and without the board he sucks, which is why he was disconfirmed by Niitsuma already in the first game and most likely will never be included. We have the second most-important cosmic Marvel hero, though, Nova.
Daredevil would be kinda cool because of baton and hook mix, but I think he wouldn't be particularly interesting.
Black Panther is pretty much in the same boat as Daredevil.
And believe me, all these 3 characters are among my absolute favorite Marvel heroes. I love them, I really do, but they wouldn't add anything interesting or are nigh impossible to implement.
Anti-Venom I wouldn't heavily object to because he can add some interesting flavor, but people would hate him because he's not Venom. People also would hate Venom because it's not 90s cartoon Venom (i.e. Eddie Brock), because that guy now is Anti-Venom. And since most gamers don't give a shit about comic books, they wouldn't know that.
With that said, since most gamers don't give a shit about comic books, they also don't know Nova, Rocket Raccoon or Iron Fist, and maybe even Hawkeye, although these characters are amazing and will add a lot of cool stuff to the game. They want their 90s cartoon X-Men and symbionts. Not understanding that most of these characters they want (Gambit, Venom, etc.) lost their significance in the Marvel universe, and Marvel is now trying to more showcase its current universe.
Of course, they also do it to advertise side-products like movies or new comic series, but these wouldn't exist with a current MU, hence they wanna showcase that, and not the MU from the 90s, which was maybe kinda cool in some cases, but mostly just very 90s.
