Console version? Not likely it would seem, considering the previous DLC releases.
No reason not to, unlike the previous free characters (and paid charity character) this one isn't PC specific. But who knows, this is the same company that ruined PSO2 in the west.

All I know is that consoles owners just might be shut out once again, and the reaction to that won't be good.

I can't really understand the moaning. PC users have been getting DLC for a while now and even if some characters aren't what you'd expect Sumo have been supporting the game. Console owners, like myself, shouldn't really be expecting anything at this point. The game is out for over a year now. That doesn't mean there won't be DLC for the console versions, but I wouldn't get my hopes too high for it.
As for the iOS/Android version, it's a good move for Sumo and SEGA to support the mobile platforms. It's cheaper for them and they are certainly getting loads of money from it. People should just stop moaning and go download the game on their phone/tablet if they really want to play as Ryo.

You can't understand why people would be upset that 3 systems have been completely ignored by SEGA and Sumo whilst they've had constant updates to another? Okay then. Putting Ryu on a crappy mobile port is just salt in the wounds.
edit:
holy shit, lol

I can understand why they could be upset with the PC support. But it's really time to move on. The game came out in November 2012, I think. Are they really still waiting for DLC? I mean, I've got the game on most of my consoles and not the PC version, but I'm not bitter because we haven't had any DLC. The game is pretty fun as it is. Sure, having DLC would make it better, and I'd love to play with Ryo again, but can't we get past that already?
Spoilers: I know we can't.

Why should we? It's a terrible decision by SEGA (of many) and one they should live with.

Yeah; one thing I have to say is that at least we all know it's SEGA who makes the final say on the character inclusions and not SUM0.

I'd actually agree with this IF I hadn't yet tried the game. Truth is you can unlock everything without making any in-app purchases, just like with Sonic Dash. Of course, this will make people use their skills to play through the game and win rings and stars. It takes time, but it's just like with the regular version of ASRT. If you don't want to wait/don't like the challenge, unlock stuff with real money. Simple as that.
