Indeed. I'm of the belief that it's only really of interest to the "White trash" and "Trailer Park" sub-cultures, am I correct in thinking this?

Well then, it would of pleased people who liked both SEGA and NASCAR :P

You could also argue that its a nod to the old Nascar arcade game that they made.

No doubt about it, ASRT's difficulty curve is what turned a good lot of people off/away. Granted at least I unlocked AGES, so that is my own personal highest accomplishment for that game.
