I'm wanting to buy Guilty Gear X for the Dreamcast but it was never released in the United States. Is it possible to make my Dreamcast play a Japanese game?

Short answer: Yes.
Long answer: Utopia boot disc is your friend in case you cannot.

I sent mine away to be fitted with a mod chip to play all region games. Saves a lot of hassle.

If anyone is after any JP DC games I have loads for sale, PM me.

It might be worth noting that it won't work on all games. It's helped me on about 75% of all the non-pal games I have, but the rest is just unplayable until I get it chiped.

DC-X is more reliable and has some great features which allow it to force games into VGA which otherwise wouldn't support it. Unfortunately, though cheap, it's not free as the Utopia disc is.
I found the Gameshark Lite-cheats and codes disc worked great for playing Japanese or Pal games on my NTSC Dreamcast, it is cheap on ebay right now-a buck plus shipping. It has also loaded any NA game I've ever had a problem with, and I only had to use it once for any such game as they work fine afterwords.
Japanese Dreamcast are rather cheap as well, the shipping will cost more than the console. The one I bought works great, one seller offers free shipping for up to 20 games when you buy a Japanese Dreamcast.

The best part of the Dreamcast is that SEGA actually desingned it to be openly extendable (hence the expansion socket at the side), so chipping & modding them is a fairly easy task. If you know how and have the experiance, you can even make a trade out of chipping Dreamcasts!
The Dreamcast is pretty easily expandable, check online for some info on modding or get someone who will put a chip in for you. Just be aware of scams.

Boot/Cheat discs are a far better solution than poking around in your console with a soldering iron, a little chip, and 4 wires. Gameshark lite, Utopia (must be version 3), and especially the almighty codebreaker disc are the way to go. A combination of these 3 free utilities offer no less than a 99% success rate. The ONLY time a modchip is truly necessary in a Dreamcast is if you have one of the few that are incapable of reading MIL format CD's. Seriously...trust someone who spent over a year on PAL region PSO Episode 2 booted using a codebreaker (YES I WAS A LEGIT and did not cheat lol) after the US servers shut down.
