erm let me try and explain what I think makes an RPG...
RPG's focus on stats and levelling and this is where the skill and fun comes from RPG's. It's all about where you place your stats and the strategy you use with your team (such as Healer/Fighter)
In Rainbow 6/COD2 you also level up but you have no say in how this improves your character, you cant for instance make your character into a sniper. You probably can give him a sniper helmet though (if of course you reach that certain level)
In Mass Effect 1 to get anywhere in the game you had to decide what you wanted to be good at and then do it. By the end of the game in Mass effect 2 most of your team has learnt everything which is why it barley makes it as an RPG.
I'm sure someone can name a game that disproves this, i'm no theorist!

Sonic Chronicles is a RPG where you had to level up each character etcetc. Only problem with this game is that its a load of crap.
Sonic Unleashed had a few RPG elements to with the werehog and Sonic. (Leveling up Speed,strength etc.) but it was a feature that didn't need to be in the game at all.
