Don't think this is going to be a port a la Sonic Adventure, some of the textures used look too good for that.
As for the Battle extras being added as DLC - unlikely. They didn't really add a lot into the GC version except a few extra multiplayer bits and bobs, which'll be quite pointless if it's offline only.

Sonic Adventure 2: Battle didn't have anything worth adding extra achievements/trophies for.
