I would say Google it but that wouldn't really contribute much. The US government is trying to have the same kind of control and censorship on the internet that China has. In a nutshell. But there are ALOT of problems that will arise if that bill passes. That's something you can Google.

The Library of Congress website should also have PDF of the bill if you want to read the raw material, but I think these explain it pretty well.
