Well SEGA of America (West) is still going through its current restructure and believes prepping for E3 is a distraction so I can't blame the company. Besides, just like what the link said, they'll still be there in some capacity.
No point in being there yourself when you only have a couple of games to show, which can be done at other companies areas (Sony will likely be showing Yakuza 5 for instance). Shame though as it prooooobably means there won't be any Phantasy Star Nova announcement.

Or any Phantasy Star announcement in general, as it has been the norm anyways.

Not technically SEGA related, as the game came out before SEGA bought Atlas, but Insert Coin Clothing announced this week that they're going to be creating a clothing range based on Persona 4 Golden, which is quite exciting :D
