The Vita itself isn't region locked, but the memory cards are locked to a specific PSN account. Rek'll most likely have a memory card dedicated to a Japanese PSN account, thus letting him play PSO2.
It's like Sony don't mind you importing now, so long as you buy their products to do it.

No, the memory cards are only locked to a PSN region. I'm using my UK PSN to play PSO2. If I wanted to just play it for free and download it through PSN then I would have needed buy a new card (8GB minimum required for PSO2) and format that to be set to my Japanese account.

Incidentally PSO2 is my second import Vita game so far.
I sit here in anticipation, I really cannot wait for the European release! I want this game so much. It's a shame they deducted the Beast race that was featured in Phantasy Star Universe.
You'll be sitting a while. I'm getting a little sick of SEGAs silence on PSO2. Dunno what the hold up is, the long they wait the more behind the english version will get in updates and the less appealing it'll be. I'm starting to half-wonder if they've just silently cancelled it.
Don't say that Reknoc! If they do turn out to not bother with the NA/EU release of Phantasy Star Online 2, then simply I'll just play the japanese version of PSO2, just I prefer it to be localized naturally.
