uh yes, that's how most microtransaction games work. Give you the base game for free but put in mechanics that make you want to pay. usually something like a timer or stamina bar.
Some of the levels on Candy Crush are just impossible to beat, unless it lets you... it lets you get so close then offers to let you buy extra time/moves for 69p.

Yuuup. It's a pretty scummy practice.
Games also like to give daily rewards so you log in everyday which keeps the game fresh in your mind.
