The publisher can get away with this because they know exactly the type of person who buys that game and it's usually the sort that's willing to spend a shit ton of money on a certain train. It's just like Marvel Heroes. Why does this not surprise me? Ironic seeing as lots of King games are just blatant copies of other games.
